Climate Change Development Fund

The Climate Change Development Fund has two objectives.

1: Advance international action to address climate impacts on developing countries.

2: Assist developing countries to undertake climate action, with a particular focus on the Pacific region, indigenous representation at eligible activities, and alignment with New Zealand’s climate policy priorities.

It does this by supporting eligible one-off activities that meet these objectives.

Eligibility requirements

Mandatory requirements

  • Benefits Pacific/other developing country.
  • Advances international climate action.
  • Aligns with New Zealand climate policy.

Eligible activities

  • Focuses on adaptation, mitigation, loss and damage, transparency, carbon markets.
  • Capacity building.
  • Developing country engagement.
  • Travel assistance where travel may be appropriate (noting that the ability to participate virtually will be taken into consideration). If travelling, economy class required.

We will prioritise new activities. Applications that meet the eligible activities and have not received funding in the past are preferred.

The fund applies OECD criteria for defining developing countries. See list of eligible recipients [OECD website]

Funding available

  • Applicants are encouraged to limit their request to a maximum of NZD$50,000 for each activity. We will consider requests for larger contributions on an exceptional basis if the proposal satisfied multiple criteria and/or has a considerable impact.
  • All funded activities will require a completion report to confirm how the financial contribution has been used and its impact.
  • If any funding is unallocated following the last assessment month of the year, the panel will determine how the remaining funds will be allocated.

Funding is in New Zealand Dollars (NZD) as the CCDF is a New Zealand Fund.

Submitting your proposal

Applications can be submitted at any time during the year but must be received before the first day of an assessment month to be reviewed in that period.

Assessments begin the first of October, February and May of each year.

Email your completed application to CCDF@mfe.govt.nz.

After applying

Assessment

  • A panel of representatives from the Ministry for the Environment (MfE) and Ministry of Foreign Affairs and Trade (MFAT) will assess your application against the:
    • fund objectives
    • mandatory requirements and eligible activities.
  • The panel aims to assess applications by the end of the relevant assessment period.
  • Successful applicants will be sent a letter with an offer of contribution. You need to sign the letter and return with an invoice before the financial contribution can be provided.

At the end of the project

You will be required to provide a completion report within three months of the activity taking place.

This will provide:

  • a summary of how the money was spent
  • the impact of the activity
  • any reflections and learnings.

If we do not receive a completion report it could impact a future application you might make.
