Importance of plan-making
Regional policy statements, and regional and district plans form a key part of the planning framework under the RMA. These documents are prepared by local authorities. They identify resource management issues and establish objectives and environmental outcomes which policies, rules or other methods seek to achieve.
NMS reporting requirements
The National Monitoring System (NMS) requires local authorities to provide information about all plan-making processes started, underway or completed in each financial year. Information on all stages of these processes were requested and is included in the reporting, even if they occurred before the start of the financial year (eg, for the 2014/15 data-set, all stages of these processes are included in the reporting, even if they occurred before 2014/15).
