Improving and implementing the RMA
The Resource Management (Simplifying and Streamlining) Amendment Bill 2009 (the Bill) passed its second and third readings on the 8th September 2009.
The Amendment Act (RMAA 2009) will commence on 1 October 2009. The Bill was introduced into Parliament on 18 February 2009 and considered by the Local Government and Environment Committee. The Committee reported back to Parliament on 18 August 2009.
RMAA 2009 is available from the New Zealand Legislation website or you can read it on the knowledge basket website. The RMAA 2009 will be available for purchase from Legislation Direct or selected retail outlets.
There are a number of transitional provisions which will commence at a later date. Regulations are also being prepared and updated under the Act.
The Overview Document will give you an understanding of the purpose of the Act and key changes. In addition to this, we have produced ‘Questions and Answers’ regarding the amendments. Detailed fact sheets and the RMAA 2009 seminar presentation (PDF, 755 KB) are also available.
RMAA 2009, provides for an Environmental Protection Authority (EPA). The EPA centralises and streamlines the decision-making process of nationally significant projects.
The Ministry for the Environment, in partnership with local government, is holding a series of free presentations around the country for RMA practitioners to provide guidance and share information about the changes to the RMA. The New Zealand Planning Institute (NZPI) is also holding a separate series of full day workshops across the country to discuss the ‘Implications of RMA Amendments’.
