Section 32 report: Proposed National Environmental Standard for Sources of Human Drinking-water

Section 32 of the Resource Management Act requires the Minister for the Environment to conduct an evaluation of the appropriateness, efficiency and effectiveness of a national environmental standard (NES) before the regulation can be made. This report needs to be made publicly available to satisfy the requirements of the act.

The report includes consideration of alternatives to a NES, in order to determine if the proposed standard is the most appropriate means of achieving the objective of reducing the risk of contaminating drinking-water sources. It also includes information on costs and benefits, an update on the content of the proposed standard and a response to key submission themes.

Information from the section 32 report formed the basis for the Regulatory Impact Statement and Business Compliance Cost Statement (BCCS) which were considered by Cabinet during decision making on the NES in November 2006.
