Issues Associated with a Levy on Solid Waste – A Review of Positions and Possibilities

March 2006

In December 2005, the Ministry for the Environment commissioned Martin Ward to do a informal round of consultation on the issues around the introduction of a waste levy.

The report that resulted from this is not official government policy, nor does it represent the Ministry's position on the issues of waste levies. It is however a background document that highlights some of the issues that will need to be factored in if policy on national waste levies is to progress.

The Ministry for the Environment invited interested parties to provide feedback on the Ward report.

We have prepared a summary of the submissions received.

For the Ministry of the Environment, the Martin Ward report and the feedback were part of a broader process to investigate the different policy options on waste levies.

Our current issues webpage for waste management policy has more on the Ministry’s work on waste levies.
