Synthetic Greenhouse Gases and the Emissions Trading Scheme

In late 2007 the Ministry for the Environment contracted a sector expert to provide a summary of the range of risks, costs, benefits and advantages from applying emissions trading to emissions of hydrofluorocarbons (HFCs). The report considers several possible places on the HFC supply and emission chain at which a mandatory ETS point of obligation could be set.
