A Conceptual Framework to Assist Decisions Making on International Climate Change Policy" was prepared by The Treasury and circulated to the Climate Change Leadership Forum for their meeting on 4 December 2007. Over the next few years decisions will be made on an international climate change policy framework to succeed the current Kyoto Protocol. These decisions will have outcomes that will directly and indirectly affect Net National Welfare in New Zealand. This paper has been written to assist negotiators in making decisions, which, given certain constraints, optimise Net National Welfare."
