Proposed National Environmental Standards to Control Greenhouse Gas Emissions from Landfills Resource Management Act Section 32: Analysis of the costs and benefits

Section 32 of the Resource Management Act requires the Minister for the Environment to evaluate the objectives and policies of any proposed national environmental standards. This report has undertaken this process for the proposed national environmental standard for landfill gas collection and destruction. The report shows that, from a list of potential options, the national environmental standard is the most appropriate, effective and efficient option.

Please note that the Section 32 reports were prepared prior to the regulations being developed. There are a number of differences between what the cost benefit reports state as being proposed, and the form of the final regulations. It is recommended that you refer to the National Environmental Standards Regulations 2004 .
