Waste disposal levy
A Waste Minimisation Fund (WMF) is being set up help fund waste minimisation projects.
The purpose of the fund is to increase resource efficiency, increase reuse, recovery and recycling, and decrease waste to landfill.
Hon. Nick Smith, Minister for the Environment, launched the criteria for the fund in October 2009. The WMF opens in December 2009 for three months and will provide a financial boost to waste minimisation initiatives to assist New Zealand in moving forward to deal with the broader challenges around waste management.
Criteria for the Waste Minimisation Fund
Are you interested in submitting an application to the Waste Minimisation Fund when it opens in December 2009 for the 2010/11 funding round?
If so, you are invited to attend one of five upcoming Waste Minimisation Fund workshops.
The aim of the workshop will be to inform potential applicants of the Waste Minimisation Fund (WMF) for the 2010/11 funding round. Please ensure you have read the eligibility criteria as the workshops will only be useful to potential applicants whose proposals fall within these criteria.
Workshops will be held in the following locations in early December:

The Waste Minimisation Act 2008 imposed a waste disposal levy of $10 per tonne (plus GST) on all waste disposed of to landfill from 1 July 2009.
The purpose of the levy is to raise revenue to promote and achieve waste minimisation and increase the cost of waste disposal to recognise that disposal imposes costs on the environment, society and economy.
Fifty per cent of levy money is allocated to territorial authorities on a population basis to be spent on promoting or achieving waste minimisation as set out in their waste management and minimisation plans.
The other fifty per cent of the levy money, minus administration costs, will be allocated to waste minimisation initiatives, through the Waste Minimisation Fund.
The Minister for the Environment has set criteria for the Waste Minimisation Fund. Only projects which promote or achieve waste minimisation, including the reduction of waste and the reuse, recycling and recovery of waste and diverted material will be eligible.
Projects will need to commence in July 2010 and can run for up to three years.

Money is not available for the ongoing support of existing activities.
Criteria for the Waste Minimisation Fund were notified in the Gazette on 08 October 2009.
A selection panel will review applications for the Fund. This panel will include internal Ministry for the Environment staff and external members who will make recommendations to the Minister.
The Minister for the Environment will make the final decision on funding applications.
Applications for the fund will open in December 2009.
The Ministry for the Environment is currently seeking registrations of interest to receive further information about the Waste Minimisation Fund and accreditation of product stewardship schemes.
